Will you make it huge and then convert it to an Ecu?

I figured there's no need to pave my ocean paradise. I can get another ecu somewhere else. Or just build and flood a ring was my original plan.
But I will build an orbital ring around my home, and take mastery of nature too just for max size homeworld. Is there a maximum? Or can I keep expanding it so long as I find ice?

You can use the decision only three times.

Unfortunately only 3 times, i was disapointed when i figured it out
So its 33 size max.
Then You have bonus district from expansion tradition, 2 from mastery od nature and 4 from orbital ring. So 40 districts is max. Unless i forgot something

What a rip off!
I did it twice and then re-started, but planned to do it a lot more on some future playthrough...

I like ocean paradise as well since a while now. Probably because I have been keeping aquaria for a long time, oh and flooding habitats just sounds fun.
After the water supply is hooked up and the valves open: floating to my office sir, wiieee!

If you kill the sky dragon of an Empire with Here Be Dragons origin you get a +20% max districts modifier on your most populated world. So size 48 is possible. You probably need to force spawn an empire with the origin though to get it.

The real advantage of ocean paradise is the fact that it's fantastic for playing tall. You can get a size 40 capital by the mid game, and you can increase any world's size by +10 once you terraform it to ocean. Flooding habitats also gives you Aquatic's effects on them.
This together means that you can play ultra tall. Only have a handful of systems that are extremely developed and have a very high pop output, which is perfect for a megacorp build.

I play aquatic barbaric despoilers with the gene-editing ascension. My empire likes to steal other races from their homeworlds, slap some fins and gills on them while they squirm, then chuck 'em into newly flooded worlds (or worlds which I remember to flood a couple decades later, after they've spent a while writhing around on the ground gasping for water). It is indeed a fun origin!

Personally I just wish Ocean Paradise had the underwater city view (probably specific to Wet or Ocean worlds), the same way Subterranean empires do.

The only problem I have with origins like Ocean Paradise is the lack of ability to have control over the job ratio of industrial districts. With pretty much any empire you will need way more alloys than consumer goods, so being unable to use the forge world designation at all until you have a second planet with an origin that removes your guaranteed habitable worlds is a very big handicap.
You effectively have to build twice as many industrial districts to get the same number of metallurgist jobs, which costs both extra sprawl and minerals. It also makes you unable to build as many rural or city districts as you might otherwise want. You also have 1/3 of the pop growth of a three-planet empire and slightly less than half the average total number of districts, assuming that two guaranteed habitable planets usually average out to about 34 planet size between them.
Ocean Paradise (and Life Seeded) are basically challenge or RP origins as far as I'm concerned, you lack a lot of power compared to just the default Prosperous Unification start.
Although, having a size 30 ecumenopolis is pretty nice if you can get to that point.

It's why I suggested long ago that military/civilian focus should be controlled with decisions instead of designations, with appropriate planet modifiers.

Planet designation already allows you to focus 100% on alloys or CG.
What would the decision do, just make that designation even more effective?

I think they're suggesting it as an alternative, so you can do it on planets with locked or limited available designations like empire capitals and ring worlds and not be forced into just 50-50 CG/Alloy jobs.
