The Enies Lobby arc is considered to be one of the best ones that One Piece's author, Eiichiro Oda, has written to date. The arc sees the Straw Hat Pirates invade one of the three strongholds of the World Government, Enies Lobby, in order to retrieve their crewmate, Nico Robin.

This arc proved to be the biggest challenge for Luffy and his crew at the time and it forced them to grow stronger for the sake of Robin. Thanks to their unwavering determination and a bit of luck, they successfully defeated the CP-9 and survived a Buster Call.
10 Nico Robin
Nico Robin is the archaeologist of the Straw Hat Pirates and among their strongest fighters. Although Robin didn't really fight any strong opponent in this arc, that doesn't take away from her incredible strength.
With the powers of the Hana Hana no Mi, Robin was easily among the strongest in the arc. After being freed, she fought countless Navy soldiers and even delivered the final blow to Spandam.
9 Blueno
Blueno was the Fourth most powerful member of the CP-9 in terms of physical powers. He was a master of all the Six Powers and his skill with Tekkai was rather impressive.
Luffy and Sanji, however, both managed to hurt him in their base form despite Tekkai being active. Blueno ultimately fell to Luffy's Gear Second powers on top of the Tower of Law.
8 Franky
Franky found himself in Enies Lobby after being kidnapped by the CP-9 due to him being in possession of the blueprints for Pluton. Thanks to his tactics, Franky was able to break free before Robin and fight the CP-9. He took on f*ckurou in battle, a master of the Soru art.
At max power, Franky was able to pummel him and his Coup de Vent was powerful enough to one-shot him.
7 Jabra
Jabra was the third-strongest member of the CP-9, only slightly behind Kaku. He is a master of the Six Powers, just like all the other members of his group, but he also excels in the usage of the Tekkai technique, being the only one able to use it while moving.

Jabra is also the user of the Dog Dog Fruit, Model: Wolf, which is a carnivorous Zoan, meaning his strength increases when he's bloodthirsty. Despite all that, once Sanji used Diable Jambe, it only took two flaming kicks to finish him off.
6 Kaku
Kaku was the second-strongest CP-9 member, behind Rob Lucci. He was an incredible foe for Zoro to take on and his strength was great enough to push Zoro beyond all his limits. Kaku's specialty was Rankyaku and in his Giraffe Zoan form, these kicks were even more lethal.
Strong as he was, however, once Zoro used the powers of Ashura Ichibugin, Kaku stood no chance against him in battle.
5 Chopper
Chopper is usually not among the strongest fighters in the Straw Hat crew, however, in order to rescue Robin, he pushed himself beyond all his limits and used the Monster Point.
With this power, Chopper was vastly superior to Kumadori in combat and had he been faced by Jabra or Kaku, the result wouldn't have been much different. Chopper was incredibly strong in this form, however, he had no control over its powers.
4 Sanji
Sanji was one of the most influential characters in the Enies Lobby arc and not only did he help the crew escape, but he also took down one of the strongest of the CP-9 in Jabra. Sanji fared quite well against Jabra even in his base form, however, it was only after he used Diable Jambe that he got the edge over him.

Once his right leg went up in flames, the power difference between Sanji and Jabra was just too massive and it took only two kicks for the cook of the Strawhat Pirates to finish him off.
3 Zoro
The Combatant of the Strawhat Pirates, Zoro was the second-strongest Strawhat in the arc, only after Monkey D. Luffy. He took on Kaku in battle and did extremely well. Zoro was, more or less, around Kaku's level, despite the latter eating a Zoan type Devil Fruit.
To defeat Kaku, Zoro used the powers of Ashura, and using this form, all of Kaku's attacks were turned to mist. At the end of the day, the power of the Nine-Swords Style was just too much to take for Kaku.
2 Rob Lucci
Rob Lucci was over twice as strong as Kaku and the strongest of the CP-9. Using the powers of the Leopard Zoan, combined with his flawless mastery of the Six Powers, he was incredibly difficult to take down in battle.
Luffy, despite using both Gear Second and Gear Third, struggled to take him down, and to finally defeat him, he had to use every bit of strength that his body had to offer.
1 Monkey D. Luffy
Luffy was the strongest character in One Piece's Enies Lobby arc. Like always, he ended up taking on the strongest member of the opposition group and defeated him.
His clash against Lucci made him grow stronger than ever, and thanks to the power of the Gears that he invented, Luffy was able to rescue Robin at the end of the day.
